London ChangeUp ICT Project
How has the project been structured?
Project funding supported eleven staff, and has paid for work in two further areas. Most of the project's work has been divided up by sub-regions - as defined by the Learning and Skills Councils. There are five in London: North, East, South, West and Central (see the map).
All staff have ensured that their work reflects the diversity of London's voluntary and community sector, making sure, for example, that they have worked with small, new, refugee and black/minority ethnic organisations.

Project Coordinator
The Project Co-ordinator, based at Lasa, has been involved in setting up and running the project, ensuring that work has been carried out as planned. (See project diagram)
Effective working relationships have been developed with staff from a range of stakeholders – including CVSs and CVS subregional partnerships, LVSC, the ALG and GOL. Lasa has worked to promote a consensus in support of the project and its plans for future work.
An important part of this has been ensuring that the London ICT plans have been co-ordinated - with the London-wide ICT plan consistent with local, sub-regional and regional infrastructure development plans, and appropriate links made with the national ICT Hub.
A cross-London forum for staff working on ICT in infrastructure organisations has also been convened.
ICT Development Workers
The ICT Development Workers have been identifying the ICT support needs of organisations in their sub-region, and also potential sources of funding for future ICT support service delivery. In most of the Sub Regions plans have been developed for ICT support services based on the “Circuit Rider” model, to be delivered at borough level.
The ICT Development Workers have also been providing an information and signposting service, informing groups about existing ICT resources, as well as resources being developed by the national ICT hub. They have also sought to work in collaboration with other staff, including CVS development workers as appropriate.

Additional work has also been carried out in each sub-region to meet its particular needs.
What have been the Roles of the Different Partners?
Lasa
- Employs the Project Co-ordinator
- Is accountable for project funds
- Draws up project plans and agrees them with Project Board
- Signs contractual agreement with CVSs employing ICT Development Workers
- Distributes funding to CVSs as "milestones" agreed in the project plan are completed
- On behalf of the Project Board, Project Coordinator coordinates the work of project staff and ensures successful completion of project plans
CVSs Employing ICT Development Workers
- employ and line-manage ICT Development Workers
- ICT Development Workers project manage other staff working on the ChangeUp project in their subregion
- CVS provides funding to other CVSs working on the ChangeUp project in their subregion
- are accountable for work of project staff to the subregion to the Project Co-ordinator
- sign contractual agreement with Lasa
