London ChangeUp ICT Project

Work April 2004 to March 2005

The first phase of work took place from April to September 2004 and was supported by "Early Spend" ChangeUp funding. The second phase lasted from January to March 2005. A summary of work up to February 2005 is available.

April to September 2004
Lasa ran this project with London CVSs and LVSC from April to September 2004. The project was funded by the Government Office for London (GOL) from the "Early Spend" phase of ChangeUp. ChangeUp is an infrastructure investment programme in the English voluntary sector, administered nationally by the Active Community Unit, which is part of the Home Office.

We began the project by conducting a mapping exercise of Greater London CVSs about the work they are doing to support capacity building work and their members' use of ICT. Below are links to the results of that exercise.

We went on to develop Proposals for Action for work which needed to be done to support small to medium-sized voluntary organisations' use of ICT. The proposals were discussed at an event for CVSs and other stakeholders ("Decision Day") in July 2004. We organised a further meeting for CVS staff from North and East London to discuss how the proposals would be put into action in their areas.

Based on these discussions we wrote an outline Business Plan, which makes more detailed proposals. The Business Plan was approved - as was the work of the project in general - by a Steering Group including representatives of all the CVS subregional partnerships in London, as well as Lasa and LVSC.

As part of the project, Lasa also wrote some case studies, which illustrate issues raised during the project. Documents from Phase 1 are available at the bottom of this page.

January to March 2005
Different subregions are at different stages of development as regards both ICT work and subregional coordination. The appropriate balance between strategic development and service delivery also varies between subregions. We were funded to create a detailed Business Plan, including timetabled workplans and Job Descriptions for project staff which took these differences into account, while delivering a co-ordinated project which brings all subregions up to a similar level, with a network of sustainable ICT support projects existing across London by the end of the ChangeUp funding. We sought to create plans which were fundable, and consistent with plans at a national and local level. Plans also include robust arrangements to ensure that the project addresses the needs of diverse organisations. These plans were approved by the Steering Group, which included representatives of all London CVSs through their subregional coordinators, as well as Lasa and LVSC.
